A full 12 inch ruler, built at exact physical scale in the PDF itself. Since 12in is longer than a US Letter sheet, it's tiled across 2 pages with alignment marks — trim and tape them together.

Before printing: open the PDF's print dialog and set Scale to 100% / "Actual size" — never "Fit to page" — or the ruler will print undersized. After printing, cut along the dashed line on sheet 1 and align it with the "0" mark continuation on sheet 2 before taping.
Why 2 sheets?
US Letter paper is 11in tall / 8.5in wide, so a 12in ruler simply doesn't fit on one sheet without shrinking it — which would make it inaccurate. Tiling across 2 sheets with matching alignment marks keeps the full 12.0in length exact once taped together.
