A full 18 inch ruler, built at exact physical scale in the PDF itself. Since 18in is much longer than a US Letter sheet, it's tiled across 3 pages with alignment marks — trim and tape them together.

Before printing: open the PDF's print dialog and set Scale to 100% / "Actual size" — never "Fit to page" — or the ruler will print undersized. After printing, cut along each dashed line and align it with the continuation on the next sheet before taping.
Why 3 sheets?
US Letter paper is 11in tall / 8.5in wide, so an 18in ruler doesn't fit on one sheet without shrinking it — which would make it inaccurate. Tiling across 3 sheets with matching alignment marks keeps the full 18.0in length exact once taped together.
